If the honest recommendation is to buy an off-the-shelf platform or not rebuild something yet, that's what we say, because recommending unnecessary work costs us the relationship the first time it's obviously wrong.
Both, and that's the point of the model. Step three of the process is an implementation handoff: straight into delivery if you want us to build what we proposed. But there's no obligation to; the advisory work stands on its own if you'd rather implement internally or with a different team.
